This reflection published in the International Journal of Public Health advocates for deeper considerations of the social determinants of health and ethics in pandemic preparedness plans from a public health perspective. The authors build on the example of the WHO initiated “Independent Panel for Pandemic Preparedness and Response” and highlight principles of ethical decision making as essential to be integrated into pandemic planning.
