An evaluation guide to support community-based interventions to prevent substance-related harms in youth: Based on the implementation of the Icelandic Prevention Model in Lanark County, Canada

This evaluation guide developed by the Public Health Agency of Canada provides practical tools, strategies, and frameworks to implement and measure progress of community-driven programs to prevent substance-related harms among youth. Community-driven prevention programs designed for youth have been shown to reduce and, in some cases, delay substance use harms among youth.
The guide was drafted in collaboration with a researcher working with Planet Youth Lanark County. It highlights the implementation of the Icelandic Prevention Model (IPM) in Lanark County, Ontario, the first community in Canada to implement the IPM.
The IPM is an internationally recognized and evidence-based framework for preventing substance related harms among youth that takes an upstream, population-wide and community-driven approach shown to have long-term impacts in reducing youth substance use harms through bolstering protective factors and a healthy built environment.
Developed for community and public health organizations, and community leaders and providers working with youth, the guide supports communities to help evaluate the IPM or a similar approach that integrates community-based prevention and positive youth development strategies.
Use this resource to:
- Facilitate discussion about upstream, strengths-based approaches to community-driven prevention of substance-related harms in youth
- Initiate discussion with community partners and stakeholders invested in reducing substance use harms among youth and promoting youth mental health
- Develop and evaluate community-driven substance-related harm prevention programs and initiatives designed for youth
