Canada’s first Federal 2SLGBTQI+ Action Plan…Building our future, with pride

Stigma and discrimination based on gender and sexual diversity is at the core of inequities experienced by 2SLGBTQI+. This federal action plan calls on all organizations and levels of government to take action to ensure 2SLGBTQI+ rights and equity in Canada.

Shared Development by the Community

This action plan was developed with the input of members and allies of the 2SLGBTQI+ community, including 25,636 individual survey respondents, 102 written submissions, and over 100 participants in seven roundtable discussions, all from the 2SLGBTQI+ community in Canada.

Thematic Analysis of Inequities experienced by 2SLGBTQI+

The report explores themes of reconciliation for 2S (two-spirit) peoples, gender-based analysis as an intersectional approach, and the context within which inequities are experienced by 2SLGBTQI+ communities in Canada. Some of these inequities include stress, housing insecurity, income inequities, and experiences of gender diverse older adults.

Action Areas for Public Health

Six priority areas for action are identified and described, including commitments for funding, coordination, and capacity building. These action areas are:

  1. Prioritize and sustain 2SLGBTQI+ community action
  2. Continue to advance and strengthen 2SLGBTQI+ rights at home and abroad
  3. Support Indigenous 2SLGBTQI+ resilience and resurgence
  4. Engage everyone in Canada to foster a 2SLGBTQI+ inclusive future
  5. Strengthen 2SLGBTQI+ data and evidence-informed policy making
  6. Embed 2SLGBTQI+ issues in the work of the Government of Canada

The report includes a summary of engagement findings and government initiatives. Priority social and structural determinants are identified as well as opportunities for action by public health and other sectors.

While this is a federal action plan, this document provides actionable strategies for public health and other organizations to address inequities for 2SLGBTQI+ communities. In addition, the community-engaged process that led to the development of this action plan provides a model for public health and other organizations to practice community-lead processes to inform public and community health priorities and initiatives.

 

Use this resource to:

  • Guide public health action to address inequities for 2SLGBTQI+ communities
  • Develop workplans and strategic direction to end stigma and discrimination of 2SLGBTQI+ people
  • Advocate for funding, research, and policy action to tackle income inequity, housing insecurity, racism, and other intersecting inequities experienced by 2SLGBTQI+ people and communities in Canada.
  • Develop a community engagement process to inform organizational priorities, policies and decision making.
